Core Requirement 2.9 (Learning Resources and Services)

The institution, through ownership or formal arrangements or agreements, provides and supports student and faculty access and user privileges to adequate library collections as well as to other learning/information resources consistent with the degrees offered. These collections and resources are sufficient to support all its educational, research, and public service programs.

Narrative:

The Learning Resources Center (LRC) of Southwest Virginia Community College is a vital part of the college’s total instructional program. The LRC consists of the college’s Library, Learning Assistance Center (LAC), and Distance Education Services (DES). The team of professionals serving in a leadership capacity within the LRC has a combined tenure of over 100+ years. The LRC, housed in 20,000 square feet on two floors in Russell Hall, includes not only the Library, the LAC, and DES, but also electronic classrooms, a television production facility, radio and television labs, editing suites, and a testing center. In addition, a new LRC building, which will double the size of the existing LRC facilities, has been approved by the voters of Virginia through a General Obligation Bond and is in the designing stage with construction scheduled for 2006; this new state-of-the-art facility will substantially expand existing services to meet diversified needs within the college service region and on a global basis.

SVCC has more than adequate learning resources and collections to support the college’s academic and public service programs. The institution provides its students with adequate resources to enable them to engage in the research associated with earning the degree that they are seeking. These resources also provide faculty with the additional knowledge to instruct students in their chosen field of study. The college owns a collection of books, e-books, periodicals, monographs, videos, CDs, audiotapes, vocal music and artwork (100,000 items) that are available to students, faculty, staff and the community.

The Library has extensive electronic resources that include a catalog with the collections of all VCCS colleges, internet access, databases, etc. The Library has sharing partnerships and agreements with local community, state and national libraries and inter-library loan opportunities. Space is also available for meetings, and assistance is available to users of information technology resources. The Library was the recipient of a U.S. Department of Education grant (2000-2003) that increased its presence in the service region. It actively participates in campus initiatives for summer outreach to high school students such as the Governor’s School and summer youth programs for disadvantaged students. It also participates in cultural activities and seeks to promote greater cultural awareness to students, faculty and staff, and community users.

The Learning Assistance Center (LAC), located in an adjacent room to the Library, provides testing and resource materials. Specialized disability software, academic subject software, and tests and test preparation software provide students with computerized study skills and strategies, course content and simulations, and assessments. Print and media materials are available to help students in course content areas, national and local test preparation and critical thinking and cognitive skills building. LAC staff facilitates the testing environment, provides access and training to students and faculty in use of online and multi-media resources, and works with students independently and in class groups in all areas of resource sharing and assessment.

Distance Education Services (Des) serves as a catalyst for the college in becoming a major provider of distance education to students within our service region and around the world. We currently have formal relationships with institutions in the Middle East, South America, Europe, and Russia. DES maintains a state-of-the-art technology infrastructure that provides a wide array of benefits; these benefits include enhanced compressed video and web and media servers, which provide a vehicle for delivering asynchronous classes. DES also provides online tools and networking in which faculty and students can expand communication and online collaboration. Duplication facilities also allow DES to distribute courses and other learning experience via video, CD-ROM and DVD to large and small groups of students.
