research-based planning and evaluation processes that incorporate a systematic
review of programs and services that (a) results in continuing improvement and
(b) demonstrates that the institution is effectively accomplishing its
mission. |

Judgment of Compliance: Compliance |
|
Narrative:
SVCC engages in continuous, integrated, and institutional-wide research-based
planning and evaluation. College personnel continually review programs in
relation to the purpose and needs of the service region through surveys,
research, focus groups, and an annual operational planning process. This
planning process is cyclical and ongoing and the results of assessment are tied
to institutional performance. This process involves college-wide participation,
as well as input from a broad range of external constituencies of the college.
The annual planning process begins with the Chancellor of the VCCS communicating
system goals to the VCCS colleges. The President of SVCC presents the
Chancellor’s goals and the college’s goals to college faculty, staff, and
administrators. The goals are also shared with external constituencies of the
College, i.e., program advisory committees, educational organizations, local
government officials, and the local college board. In May, a group of
administrators, key staff and faculty members review and discuss these goals and
expand upon them based on perceived educational and other needs of the service
region.
Following the initial planning session, the divisions of the college prepare
their annual plans which analyze past performance and set goals for the upcoming
year. Each division of the college is expected to analyze the challenges facing
it, how it seeks to meet those challenges, how it is fulfilling goals it has
set, and what improvements need to be made. The college then identifies expected
outcomes for all educational programs and administrative units of the college.
All college divisions also prepare budget requests based on strategic priorities
set for the upcoming year. The Budget Committee reviews anticipated VCCS funding
and establishes budget priorities taking into consideration funding requests
from the college divisions. In addition, staffing needs, technology needs, new
programs and services are analyzed in relation to the strategic planning
process. The Vice President for Instruction also allocates available equipment
trust fund resources based on the results of this strategic planning process.
As an example of how this process results in continuous improvement of programs
and services, in the last planning cycle, the Management program curriculum was
modified based upon industry and student input. In another example, a faculty
task force conducted research which resulted in changes to developmental math
courses. These and other illustrations are found in the “Examples of Outcome
Efforts” document.
This process, as described above, clearly demonstrates that the college is
effectively accomplishing its mission.
