JOB TITLE: The Southwest Virginia Workforce Investment Board Fiscal and Administrative Officer will be responsible for the oversight of fiscal operations of the administrative office for the SVWIB, as well as routine daily office functions that support the SVWIB. The Officer works under the supervision of the Executive Director to ensure effective financial and administrative over sight, and provides reports to the CLEOs, SVWIB, state offices, SVWIB staff and contractors in conjunction with the fiscal agent.

DUTIES AND RESPONSIBILITIES: Maintaining WIB-level accounts payable/receivable using a web-based software system, oversight of service provider and contractor accounts  payable/receivable using a web-based software system, calculations and analysis of complex financial data for budgets, contracts, state reports, CLEO reports, SVWIB reports and committee reports, maintaining current inventories of all SVWIB property, administrative work to support SVWIB meetings, CLEO meetings and meeting of their respective committees, answering and directing phone calls, receiving visitors in the WIB office, representing the WIB at community meetings and functions when the Director is unavailable and other duties as assigned by the Executive Director that contribute to the overall effectiveness of the SVWIB.

QUALIFICATIONS: Minimum of Associate Degree in Business or related field and three years experience in a fiscal and office management capacity required, with preference for previous experience with Federal programs. Combination of other education and experience may be considered.

SPECIALIZED SKILLS: Written and oral communication, customer service, Microsoft 2007 office products and web-based environments, spreadsheets, teamwork, respecting others, ability to develop appropriate rapport with financial directors of the fiscal agent, contractors and vendors, maintain and update inventory lists, ability to process invoices in a timely manner, detail oriented, math skills, ability to develop spreadsheets or other reports as needed for reporting, ability to double-check invoices for accuracy and against established regulations and policies and deal appropriately with inaccuracies.

Will work with Buchanan, Dickenson, Lee, Russell, Scott, Tazewell, Wise and the City of Norton. Must be dedicated, dependable, punctual, attention to detail, flexible, organized, knowledgeable, self-confident, self-starter, motivated and can produce results with a minimum of supervision. Must be willing to travel within 8-jurisdiction area for meetings and to tag inventory, transfer equipment, and manage storage of equipment, and attend training as needed.

DUTIES AND RESPONSIBILITIES: System Development and strategic planning, Operational and Financial Strategies, Expanded Resource Portfolio, Relationship Building, Leadership, and other duties as assigned by the Board Chair or the CLEO.

QUALIFICATIONS: Education- Graduation from an accredited college or university with at least a bachelor's degree in planning, business, or public administration or an equivalent combination of training and experience. A Master's Degree in Business Administration is preferred.

Experience: A minimum of 5 years successful experience in management and leadership of workforce systems or programs, administration, staffing a public board, finance, and operations. Some experience leading  volunteer or non-profit organizations and a working knowledge of the Workforce Investment Act is strongly preferred.

KNOWLEDGE, SKILLS AND ABILITIES: The ability to communicate effectively and persuasively, written and oral; ability to interact effectively with the Chair and the Workforce Board, CLEOs partners and businesses; ability to work collaboratively and cooperatively with contractors and consortium partners; strong time management and organizational abilities; proficient in contracting and procurement in a publicly funded and regulated environment; knowledge of  various laws, regulations, policies and programs governing workforce development and Workforce Investment Act; develop, coach and mentor staff; demonstration of creative thinking and communication skills to address complex problems; able to prepare and disseminate competent, comprehensive, and audience-appropriate reports while delivering clear and engaging visual and oral presentations; proficient with office technology including  Microsoft Office Suite;  proficient in planning and managing the operation of an organization or business; and demonstrate timely and effective decision making.

Hours of work  will be between  8:00 a.m. and 5:00 p.m. in the WIB office in Lebanon, Virginia and may include evening hours and weekend days and/or nights.

HIRING RANGE: $82,500 A performance-based plan will be negotiated with the right incumbent that can obtain grants and other revenue to enhance the WIB's workforce Investment Act funds.

Camp Easter Seals Virginia is located about forty five minutes northwest of Roanoke in the beautiful Appalachian Mountains.  The camp offers children and adults with disabilities the opportunity to enjoy fun and challenging activities in a unique and supportive camp atmosphere.  Our campers have a variety of disabilities including autism, Down syndrome, cerebral palsy, and several other physical and mental disabilities.  Camp Easter Seals Virginia offers camp sessions for adults and kids/teens.  Physical, occupational, and speech therapy camp sessions are also offered for kids/teens.  The summer ends with a week for families that have a child with a disability.  Counselors come from around the country and world to work at the camp.  Many staff have described their experience at camp as “life changing!”
