Policy: Completion of MOAT Certification in SAT, or Security Awareness Training, is required of all SwVCC employees to verify awareness of:

practices as well as specific VCCS and SwVCC policies and procedures for network
and data systems security, access and usage
2. published SwVCC Human Resources policies and procedures relative to VCCS,
State, and SwVCC policies, emergency situations and the employees physical
security while on the SwVCC Campus.
General Procedure for Employees:
1. As each department or new employee is released in the MOAT System, MOAT sends
a Welcome Message to each employee which includes an explanation of the system,
user requirements, deadlines and consequences of missed deadlines, user
passwords and login instructions.
• Current employees - network access and services will be suspended if
the employee has not completed re-certification within 7 days of their MOAT
Re-certification Welcome Message.
• Future employees – Full network access and services will not be
provided until MOAT certification is completed. Temporary services will be
provided pending MOAT Certification.
2. MOAT automatically sends reminders to the employee at 4 and 2 days before
the 7 day certification deadline is reached to give ample notice of the
training requirement.
3. Once an employee is past due, their network and email access account will be
removed which means that the employee cannot access networked
resources such as their computer or printer until MOAT certification is
complete.
4. Once an employee is past due for certification, the employee (and supervisor) will receive daily MOAT notifications until the
employee’s certification is
completed
OR
the supervisor completes the
IT
Service Change form to remove the employee’s name
from SwVCC Accounts.
5. Upon completion of MOAT Certification, any NEW employees must print their MOAT
certification report (hard copy or PDF) for presentation when requesting job
specific network and system services through the SIS or AIS Request Forms.
6. All employees will automatically be notified by MOAT annually for
re-certification. The timeline noted above also applies to re-certifications.
7. The MOAT Administrator and Active Directory Administrator will review
Completion and Past Due Certification Reports as
required.
